Ecological footprint of the Dutch Custodial Institutions Agency
Reforming Dutch correctional facilities to become model environmental citizens.
Metabolic undertook a full baseline analysis of the ecological footprint of the Dutch Custodial Institutions Agency (DJI), recommending three interventions to help the organization realize its ambitious goals to improve efficiency and reduce its environmental impact.

The Dutch Custodial Institutions Agency (DJI) is one of the biggest public organizations in the Netherlands, with 38 locations, 13,500 employees, and responsibility for more than 11,000 detainees at a time. The organization has committed itself to the national goals regarding CO2 emissions, the circular economy, and waste reduction. Due to the complexity of the organization, DJI lacked a systemic overview of all materials that it procures and the impact of the organization on the environment.
Drawing on the raw data from the DJI procurement department, we undertook a material flow analysis and conducted an impact assessment for multiple indicators (CO2 scope 3, land use, and water consumption). In addition to mapping material flows, we also looked at the corresponding financial flows to find opportunities for savings. Furthermore, we benchmarked the impact to highlight any excesses and potential spilling of resources. Based on the current state assessment, we identified three main interventions to start with that are most impactful.
We delivered DJI a baseline assessment that provided the organization a starting point to begin strategically reducing their impact to comply with the Dutch government’s national ambitions. Our report summarized the findings, including recommendations for interventions including renewable energy, cutting food waste through measures such as reducing the number of unopened meals, and optimizing waste separation practices.
